I think the column headings in the backend should be left alligned. Have a look at the attached picture, it is from the Danish translation that I am working on. I displays the shipper list, and as you can see the listorder value is located out of sync with the column headings.

If you choose to left allign the column headings you will get a much cleaner display, regardless of which language the application is using.

In the edit/Create shipper rate section, the country select box header, is nog alligned with the other headers. Right allign the country label and create a info icon to the right of the select box in where you describe. See the attached image.
